The Academic Scientific Council is the highest authority in SAMS. Its main tasks are to run SAMS’ affairs and make decisions essential to attain its aspired goals. To this end, it is concerned with:
1- Drawing SAMS general policy and approving its programs.
2- Setting the plans required to provide the potentials that attain SAMS goals.
3- Appointing and transferring faculty members in accordance with the Law on Universities Regulation.
4- Appointing staff members and their subordinates in accordance with the Law on Universities Regulation.
5- Determining the duration of Mid-Term vacation.
6- Suspending classes in SAMS faculty and centers.
7- Designing a system for classes, lectures, research, and training programs.
8- Regulating (a) the admission of undergraduate and graduate students and trainees; and (b) students’ academic, cultural and social affairs.
9- Determining the annual tuition fees of students and trainees.
10- Awarding degrees, certificates, diplomas and honorary degrees.
11- Reviewing the recommendations made by the faculty board, training, research centers, and academic departments. Such recommendations are applicable only when approved by the Academy Council.
12- Laying down the plan of completing and constructing buildings of SAMS in its main campus or branches, providing essential equipment and books for the library.
13- Proposing the establishment of centers and/or branches affiliated to SAMS.
14- Raising, investing, managing and disbursing SAMS’ funds.
15- Approving SAMS annual budget and Final Statement of Account.
16- Regulating SAMS financial and administrative affairs, and stipulating the regulations of incentives due to faculty and administrative staff.
17- Reviewing the proposals of the Minister of Administrative Development and President of SAMS.
