1. Establishing research ground dependant on research teams and collective work, able to cope with the international changes in scientific and applied aspects.

2. Implanting the values of scientific research and preparing a generation of technical cadres specialized in the center's activities through researching, publishing, translating, issuing publications, selling databases, and holding conferences and symposiums etc.

3. Improving the performance standards of the state sectors and various devices and evaluating the performance of these sectors and the administrative units as well.

4. Helping the production sector with scientific methods leading to developing and creating new methods thereby abundance, multiplication, and improvement in production will incur.

5. Enhancing cultural and scientific relations with other universities and scientific institutions on both international and Arabic levels.

6. Helping the research centers and qualification units in various companies to qualify their organizations and to hold ISO certificate.

7. Studying the effective factors leading to the development of the state administrative units.

8. Evaluating the efficiency of the administrative and accounting systems of production units.

9. Studying administrative information systems in the state sectors and the problems that can face the methods of applying the scientific research to these sectors

10. Setting out a plan for research and the academy's research budget with cooperation with the scientific departments.

11. Setting up a plan for conferences, symposiums, meetings, and workshops to be part of the center's strategic activities.

12. Setting up a plan for publication, translation, and scientific issues that participate in achieving the message of both the academy and the center.
